What Is a Fit Out Approval?
A fit out approval is the official permit issued by the relevant Dubai authority allowing interior construction work to begin in a property. It confirms that your proposed layout, MEP services and fire safety provisions comply with the Dubai Building Code and the governing authority's regulations.
Without it, work cannot legally start. Buildings will not allow contractors on site, and starting anyway risks a stop-work notice, fines, and refusal of your completion certificate.

Common DM permit types include fit-out permits, modification permits, change-of-use permits and extension permits. The correct type depends on your scope, and applying under the wrong one causes rejection just as surely as applying to the wrong authority.
One point worth knowing: BPS runs automated drawing validation. Non-compliant AutoCAD layers are rejected by the system before a human reviewer ever opens the file. Correct layer structure is not a formality, it is a gate.
DDA Approval Process
The Dubai Development Authority governs the TECOM cluster of free zones. If your unit is in Internet City, Media City, d3, Knowledge Park, Studio City or a related cluster, DDA is your authority and Dubai Municipality is not.
A DM-format drawing set submitted to the DDA portal fails validation immediately. The two formats are genuinely incompatible, which means a drawing set cannot simply be forwarded from one authority to the other. It has to be reproduced.

- Who may submit: a DDA-registered consultant, whose stamp must appear on the drawings
- Recent change: DDA has tightened MEP layer requirements on submitted drawings
What Happens If You Start Without Approval
- Stop-work notice. Work halts, and restarting requires the approval you skipped, retrospectively.
- Fines. Levied on the property owner and the contractor.
- Building access refused. Most Dubai buildings will not let contractors in without a permit copy.
- Completion certificate refused, which can block your trade licence or occupancy.
- Rework. Non-compliant work must be demolished and rebuilt to the approved design.
- Insurance exposure. Unapproved works can invalidate cover if something goes wrong.

Frequently Asked Questions
Do I need approval for a fit out in Dubai?
Yes, in almost all cases. Any work involving partitions, layout changes, MEP modification, ceiling changes affecting fire systems, or a change of use requires a permit from your governing authority. Purely cosmetic work such as painting or furniture usually needs only building management permission.
How do I know if my property is under DM, DDA or Trakhees?
Search your plot number on the Dubai Municipality website. If the plot appears, Dubai Municipality is your authority. If it does not, you are in a free zone: TECOM clusters fall under DDA, while Nakheel communities and port areas fall under Trakhees.
Can I submit the drawings myself?
No. Submissions must be made by a consultant registered with that specific authority. Registrations are separate — a DM-registered consultant cannot submit through the DDA portal without their own DDA registration
How long does fit out approval take in Dubai?
Three to six weeks for a standard office or retail unit, including NOC, drawing preparation and comment cycles. Clinics and restaurants take six to twelve weeks because DHA or Food Safety approval runs alongside and takes longer.
What is the difference between DM, DDA and Trakhees approval?
All three are engineering and planning authorities, but each governs different geography and runs its own portal, drawing format and consultant registration. DM covers mainland plots, DDA covers TECOM free zones, Trakhees covers Nakheel communities and port areas.
Do I need Civil Defence approval as well?
For commercial premises, yes. DCD runs in parallel to your primary authority rather than replacing it, and covers fire detection, suppression and means of escape. Final DCD clearance is normally required before a completion certificate is issued.
What happens if I start work without a permit?
You risk a stop-work notice, fines on both owner and contractor, refusal of building access, refusal of your completion certificate, and demolition of non-compliant work. Unapproved works can also invalidate insurance cover.
Why was my fit out application rejected?
The most common causes are submitting to the wrong authority, using the wrong drawing format, failing automated layer validation, missing the landlord NOC, using a consultant not registered with that authority, or omitting fire and occupancy calculations from the drawings.
